On a Friday afternoon in February 2019, a homeowner walked into the Glastonbury Health Department with a well water test result in hand. The number for uranium was high enough that it changed what the town thought it knew about its own water. Within weeks, the department was distributing free test kits to any resident with a private well, and by the time the count settled, close to 750 wells across town had been sampled. Some of those results were dramatically higher than anyone expected. In the neighborhood where the problem first surfaced, roughly a third of tested wells came back above the federal safety threshold for uranium.
That story rarely comes up when someone is comparing a listing in South Glastonbury to one in a town-water neighborhood a few miles away. The asking price is the same font size either way. But South Glastonbury sits on ground that has already forced years of public health investigation, and understanding why matters more here than almost anywhere else in the greater Hartford market.
Every acre out here runs on two systems the listing photos don't show
South Glastonbury's appeal is built on space: mature trees, long driveways, distance between houses. That space exists because most of the neighborhood was never wired into a municipal water main or a town sewer line. Drinking water in Glastonbury comes from a mix of sources, the Metropolitan District Commission, the Town of Manchester's system, community wells, and private wells, and the town's health department, not a utility company, is the agency that regulates private residential wells. Statewide, about 23 percent of Connecticut residents get their water this way rather than from a piped public system.
Septic is the other half of the equation. A South Glastonbury property large enough for a barn, an orchard view, or genuine privacy from the neighbors is almost never connected to town sewer. It runs on a leach field sized to its own soil, its own bedrock depth, and its own percolation rate. None of that shows up in square footage or bedroom count. It shows up in a septic report that most buyers don't think to request until an inspector brings it up.
What's actually in the ground here
The reason South Glastonbury's wells deserve more attention than a routine coliform test traces back to the rock underneath the town. A significant section of Glastonbury sits on a formation called Glastonbury Gneiss, and geologists working with the town on its water investigation found that this bedrock is associated with naturally elevated uranium. The town sits on a fault line running through that gneiss, and where the rock has been folded and thrust upward on one side of the fault, the deeper, older layers sit closer to the surface. Groundwater spends more time in contact with that rock before it reaches a well. West of the fault, concentrations are low. East and south of it, where the fault's upthrown block brings the older rock closer to the surface, concentrations run higher.
That is not a statement that every well in South Glastonbury carries a problem. It is a statement that the geology giving South Glastonbury its rolling, wooded character is the same geology the town has spent the better part of a decade testing for a specific, naturally occurring contaminant. A statewide study covering more than 2,000 private wells found uranium above the federal maximum in 4.7 percent of samples and arsenic above the limit in 3.9 percent. In the Glastonbury neighborhood where the town's own investigation started, the rate was roughly seven times the statewide uranium average.
Wendy Mis, the town's health director, has described the frustration of advising residents before the scope of the problem was understood. Before the town-wide testing, the only guidance her office could offer someone with a well and a bad result was to install a treatment system, even for households living close to an existing public water main. Once the pattern became clear, the conversation shifted toward a harder question: whether it made more sense to treat individual wells or bring public water to entire streets.
Chestnut Hill Road said no. Minnechaug Mountain is still deciding.
That question isn't hypothetical. In 2021, the engineering firm Tighe and Bond presented the town with two areas as candidates for public water extension: Chestnut Hill Road, which would connect to the Metropolitan District Commission's system, and the Minnechaug Mountain area, which would connect to Manchester Water. The two paths carry very different financial mechanics. Because Manchester Water operates outside Connecticut's Drinking Water State Revolving Fund, Minnechaug Mountain residents interested in public water would need to form their own group and split the project cost among themselves, with no state grant option to soften it.
In March 2022, the town council took up Chestnut Hill Road's case first. Residents there told the council they did not want the town to move forward with a funding application, and the motion failed without a single resident speaking in favor. Minnechaug Mountain's informational meeting drew a mixed response, some homeowners open to sharing the cost, others unwilling to take on the added expense, and the conversation there hasn't been resolved.
Buyers weighing a property in one of these areas should know a related detail: Connecticut law does not force anyone to connect once public water arrives. If your private well fails after water reaches your street and you'd rather not tie in, state statute allows a single-family home to drill a replacement well instead. Public water solves a real problem for the households who choose it, but it isn't a mandate, and it isn't free.
The wet-season clock nobody puts in the purchase agreement
Septic permitting carries its own quiet friction. Glastonbury's health department requires at least five feet of naturally occurring soil between bedrock and the bottom of a leach field, and two feet of soil between the field and the highest seasonal groundwater level. On a lot where that groundwater level can't be pinned down from a single test pit, which is common on the region's rolling, ledge-heavy terrain, the town can require groundwater monitoring during Connecticut's official wet season, running from February 1 through May 31.
That window matters for timing a transaction. A buyer under contract on a property that needs a new septic design, and whose site can't confirm its groundwater level outside that four-month stretch, may be looking at a permit that can't finalize until the following spring. It's the kind of delay that never shows up in a listing description and rarely gets mentioned until an engineer is already standing in the yard with a shovel.
What the well and septic numbers actually cost

The same dollar figure in South Glastonbury buys land, and land here comes with a well that should be tested and a septic system whose permit history is worth reading before you write an offer.
